Pashinyan chairs discussion on the implementation of the 2024-2026 Strategic Plan for Police Reforms


A session of the Police Reforms Coordination Council was held in the Government under the leadership of Prime Minister Nikol Pashinyan, Armenian Government Press office reports.
 
The implementation of the 2024-2026 Strategic Plan for Police Reforms was discussed within the framework of the agenda.
 
Minister of Internal Affairs Arpine Sargsyan first addressed the priorities of the strategic program and presented the work that has been carried out in these areas. According to Arpine Sargsyan, the implemented measures were aimed at the final formation of the structural and functional system of the police operating under civilian control, the introduction of new institutional approaches to human resource management, strengthening good conduct and public accountability, improving the educational environment, the formation of a professional police system that can withstand modern challenges, ensuring the proper protection of human rights and freedoms within the framework of police services, improving the level of public trust in the police, as well as improving the quality of services provided. It was noted that the implementation of the strategic program according to numerical data is as follows: out of 25 measures planned for 2024, 24 are implemented, 1 is partially implemented.
 
Reference was made to the work carried out in the field of digitalization, it was noted that the quality standards for the provision of public services have been established, the annual event program for the Internal Security and Anti-Corruption Department of the Ministry of Internal Affairs for 2025 has been developed, a comprehensive analysis of building conditions has been carried out, the “Human Resources Management Reforms” program has been launched and is being implemented. According to the report, the newly created educational complex of the Ministry of Internal Affairs with civilian management is already operating, which is also considered as a research pill. As a result of the work carried out to develop the patrol service, it operates as a new and modern model of external service. It was reported that as a result of the measures taken, the total number of road accidents has decreased, the detection of violations has increased. Measures have also been taken to develop the criminal police, community police, and increase the efficiency of operational work. It was noted that the police forces have been transformed, and the police guard has been formed. According to sociological surveys conducted in 2024, the level of public trust in the police is 72%.
 
During the session, various observations and recommendations were presented on measures aimed at police reforms, in particular, on improving the activities of the police institution and improving its capabilities.
 
Summing up the discussion, the Prime Minister emphasized the importance of the continuity of the reform process, based on the results of the implemented measures. Nikol Pashinyan also emphasized the importance of the ideological message on the path to implementing reforms: “It is very important what the state says to its police officer, its student, its investigator, its official. Ideological work is very important, including in terms of citizen-police relations.”
