In an interview with Public Television, Armenia’s Minister of Foreign Affairs Ararat Mirzoyan addressed the current stage of the Armenian-Azerbaijani negotiation process, clarifying why the peace treaty has not yet been signed.
The Minister stated that work on the substantive part of the agreement has been completed and that the text was pre-signed back in August.
“At this point, there is nothing left to advance in the process. Either we agree on when and where we sign, or we do not agree—we have not yet agreed. And the text, as you remember, was agreed upon back in March and pre-signed in August; there is no further work to be done on it.”
According to Ararat Mirzoyan, the main disagreement concerns Azerbaijan’s demand to amend Armenia’s Constitution, which is unacceptable to the Armenian side.
“Of course, this [process] must be concluded with signing and then ratification. They have their own perception, and we do not share that perception. … I mean the constitutional issue raised by them; they have their view, we have ours, and we still do not have an agreement here.”
